Former HBCU Students Sue Over State Funding, With Tennessee Among Targets

A lawsuit by former students challenges state underfunding of historically Black colleges and universities, including in Tennessee.

Tennessee is among the states targeted in a lawsuit filed by former students of historically Black colleges and universities over alleged underfunding of those institutions.

The legal challenge brings state support for public HBCUs into focus for Nashville, where Tennessee State University is a major educational institution rooted in North Nashville. The students’ allegation concerns funding decisions by states; filing a lawsuit does not establish that those states violated the law.

TSU, founded in 1912, is Tennessee’s public historically Black university and a land-grant institution. Its main campus on John A. Merritt Boulevard has long been an anchor for North Nashville, connecting the neighborhood to higher education, research and public service.

State funding is particularly important to public universities because it helps support their educational mission alongside tuition and other revenue. For land-grant institutions, that mission also encompasses research and extension work serving communities beyond campus.

The lawsuit places the former students’ concerns about public investment in HBCUs before the courts, adding a legal challenge to the broader debate over equitable support for those institutions.
